Atlantic 2017: the rush to the West of France

The Atlantic 2017 project includes the South Europe-Atlantic and Brittany-Loire high-speed lines. This project will make the West of France more accessible and will make daily travel easier in the regions in question as from the summer of 2017. This major railway project is being conducted in cooperation with local government authorities and is based on a new kind of partnership.

Overall change in train schedules in the Atlantic sector, following the commissioning of the LGV Brittany-Loire/ South Europe-Atlantic high-speed lines

Two major challenges – improving access to the West and increasing mobility for all types of railway travel along the Atlantic coast.

The Atlantic 2017 project includes the work sites for two LGV high-speed lines: South Europe-Atlantic (SEA) and Brittany-Loire (BPL). These two infrastructures will be simultaneously commissioned in 2017 and will add a total of nearly 600 km of new tracks. These lines will be an extension of the LGV high-speed Atlantic line, which already runs 150 km from Paris to Courtalain. The lines will be organised as follows:

  • the Brittany-Loire (BPL) line will pass through the departments of Sarthe, Mayenne and Ille-et-Vilaine, and will serve the cities of Le Mans, Sablé-sur-Sarthe and Rennes
  • the South Europe-Atlantic (SEA) line will pass through the departments of Centre, Poitou-Charentes and Aquitaine, and will serve the cities of Tours, Poitiers, Angoulême and Bordeaux

Thanks to these new lines, railway travel time will be reduced in the West of France. The western portion of France will become even more accessible and travel time to the major French and European economic centres (Paris, Brussels, London, etc.) will be reduced.

Atlantic 2017 also aims to improve daily railway travel. This involves providing a greater number of more traveller-friendly connections between TGV, TER and Intercity trains, and supplying additional capacity for freight transport. SNCF Réseau is defining new schedules for these different types of train travel based on the needs of transport activities as expressed by SNCF Mobilities. The new schedules will take advantage of the following:

  • as TGV trains will be able to run on these new lines, transport capacity will be freed up for daily travel trains
  • for the first time, regional trains will be able to travel on a so-called “mixed” high-speed rail line between Sablé-sur-Sarthe and Laval. As a result, new direct TER trains will be put into circulation in a circuit including the towns of Nantes-Angers-Laval-Rennes.

Finally, the growth of multimodal transport (using various modes of transport during a single travel) will be an important part of Atlantic 2017. To this end, train schedules will also be harmonised with those of departmental buses and urban public transport. The ongoing modernisation of railway stations in town centres will facilitate the implementation of new transport hubs which will meet the travel needs of all types of travellers.

In 2014 RFF (SNCF Réseau since 2015) had an exchange of views with local government authorities interested by the new “Atlantic 2017” railway service offer. The aim of these contacts was to find out their needs, expectations and suggestions in order to build the new range of services. The continuation of this dialogue during the first half of 2015 between SNCF Mobilités (responsible for the commercial operation of the network), the transport organisation authorities, the towns benefiting from the railway service and the State aims to coordinate the railway activities in the West of France. The goal is to offer the best transport services to meet the changing needs of all travellers. 

Project partners

The Atlantic 2017 project is being carried out by the SNCF, State and Regions through which the BPL and SEA high-speed lines will pass. For the first time, public-private partnerships (PPP) will be involved in these infrastructures. For example, the LGV Brittany-Loire line is being built by ERE (Eiffage construction company) while the concession for the LGV South Europe-Atlantic was awarded to LISEA (Vinci construction company).
