Paris-Orléans-Clermont-Ferrand–Lyon (POCL) high-speed LGV line

The high-speed Paris–Orléans–Clermont-Ferrand–Lyon high-speed line (POCL LGV) will improve railway travel from 11 towns in Burgundy, the Centre and Auvergne to Paris, Lyon, Roissy-Charles-de-Gaulle and Lille. This new infrastructure will also create an additional Paris-Lyon route to meet growing demand. Started in 2009, this major project is being conducted in close cooperation with the stakeholders of the areas through which the new line will pass.

Two major challenges – making it easier to travel to the Centre of France and providing an alternative Paris-Lyon rail link

The Paris-Orléans-Clermont-Ferrand-Lyon (POCL) project is a new high-speed line which will be about 500 km long. It will also use the existing conventional track for approximately 800 km. The conventional track portion may one day be modernised.

This new infrastructure will make it easier to travel to areas in the Centre of France. As a result, Orléans will be connected to a high-speed railway link, the train service between Clermont-Ferrand and Lyon/Paris will be significantly improved and journeys between Lyon and Clermont-Ferrand will take much less time.

The POCL high-speed line will also offer an alternative itinerary to the existing Paris-Lyon high-speed service, which is becoming saturated. Finally, it will improve the traffic flow of the Paris commuter RER C line thanks to the addition of two tracks between Paris and Juvisy.

Consultation process – joint reflection to improve the project

As part of the POCL high-speed project, RFF (SNCF Réseau since 2015) organised consultation workshops. The purpose of these meetings was to help identify the final choice for the route of the new line before the end of 2014. These meetings included the participation of local stakeholders affected by the urban development plans and the environmental impact of the project (local government authorities, socio-economic players, general public). The opinions and questions of these stakeholders contributed significantly to the improvement of the project.

Project partners

The studies and consultation process related to the POCL high-speed project were co-financed by the State, RFF and 5 impacted Regional Councils for a total of €3 million. The total cost of the project has been estimated at €12.9 million.
